The maritime industry continues to place increasing emphasis on the effectiveness of Safety Management Systems (SMS). While compliance with international regulations and industry requirements remains essential, the ultimate purpose of an SMS is to support safe and efficient operations.
An SMS should not be evaluated solely by the volume of documentation it contains or by how closely its structure mirrors regulatory texts. Its true value lies in whether it can be effectively implemented onboard and used in day-to-day operations.
The challenge for shipping companies is to translate regulatory requirements into practical procedures that can be readily understood and applied under real operating conditions.
An SMS is expected to satisfy a range of stakeholders, including shore-based personnel, auditors, inspectors, and onboard personnel.
Compliance with applicable regulations and standards is a fundamental requirement. However, compliance alone does not necessarily guarantee operational effectiveness. The objective should be to develop management systems that not only meet regulatory expectations but also support consistent and safe execution of onboard activities.
In practice, procedures that are excessively complex or difficult to navigate may reduce usability and create unnecessary operational burdens.
Regulations, codes, and industry guidance define what should be addressed within an SMS. However, they do not prescribe how procedures should be organized into practical workflows.

- provide clear and practical guidance;
- support consistent implementation onboard; and
- remain usable under real operating conditions.
Ultimately, safety depends not only on documented requirements but also on how effectively they are understood and applied in practice.
From a certification perspective, compliance with applicable regulations and standards is a prerequisite.
At the same time, it is equally important to verify whether the management system functions effectively in practice. This includes evaluating how procedures are implemented, how personnel understand them, and whether the system remains workable under actual operational conditions.
The effectiveness of an SMS may be reflected in areas such as:
- trends in accidents and incidents;
- PSC inspection performance;
- understanding and practical application of procedures; and
- operational burden experienced onboard.
Documentation is important, but documentation alone is not the objective. The objective is a management system that contributes to safe and consistent operations.
